What causes heat shimmers over hot pavement? 

On a hot summer day, the pavement absorbs an impressive amount of heat as it's in direct sunlight.  As the heat radiates away from the pavement, it heats up the layer of air right above that section of pavement.  The cool part is that air gets less dense as it gets hotter (think of hot air balloons).  The second part of this equation is that light travels differently through a medium (air in this case) depending on its density.
